The threshold for which instructional model to use is determined by two COVID19 indicators of community spread:
1.) Incidence Rate - the number of people in Beaver County who have tested positive for COVID19 per
100,000 residents in the last 7-days.
2.) Percent Positivity - the percent of people in Beaver County who have tested positive for COVID19 in the
last 7-days.
